Handle "Pending" grants in Elements

There may be some Grants under Pending in Elements. The message says, "This grant (ID: XXXXXXX) has been set to private.  Please contact your administrator if you believe you should have access to it."  Please do not worry about those Pending grants or contact ISE EFAR administrator.  Those grants will be populated in Section TWO. II. Research Activity, A. Research Participation in a generated eFAR.
