Handle "No data provided" in Proposals Submitted section of generated eFAR

Some cells under Project Title and Funder may have No data provided (highlighed below) in Section TWO. II. A. 1. External Research Proposals Submitted of a generated eFAR (in Word).

According to the COE guideline, it is fine to keep No data provided as it is, or it can  be updated to the actual Project Title and Funder in a generaed eFAR (in Word).
