William J. Deligne
William J. Deligne, a member of the Senior Executive Service (SES), is currently the Executive Director for the Program Executive Officer, Aircraft Carriers (PEO Carriers). In this position, Mr. Deligne is the Senior Civilian Official responsible for the daily operations of PEO Carriers including military and civilian human resources management programs, all research, technology development, acquisition, design, construction and life-cycle support programs totaling over $30 billion, for the aircraft carriers of the United States Navy.
Born in Ansted, WV (40 miles east of Charleston) Mr. Deligne graduated from Midland Trail High School in 1981. He attended college at West Virginia University where he graduated in 1985 with a Bachelor of Science in Petroleum Engineering. In 1995 he received a Masters Degree in Systems Engineering from Virginia Tech specializing in Naval Architecture and Ocean Engineering.
Mr. Deligne began his professional career in 1986 with George G. Sharp providing engineering support to the Navy's DDG-51 Program. In 1988 he was accepted into the Naval Sea Systems Command Engineer-in-Training program. During his tenure in the NAVSEA Engineering Directorate from 1989 to 1993, Mr. Deligne served as a Naval Architect in the Ship Arrangements division for large deck Amphibs and Carriers.
From 1993-1998 Mr. Deligne served as the Deputy Assistant Program Manger for the CVN 74, 75, and 76 Programs. Additionally, he served as the whole ship delivery manager including the Post Shakedown Availability for the USS HARRY S. TRUMAN. Mr. Deligne was awarded the Navy Meritorious Civilian Service Award for his work in delivering CVN 75.
Assigned as the Deputy Assistant Program Manager for the CVN 77 program in 1999 and later as the Assistant Program Manager, Mr. Deligne led transformational efforts to redefine CVN 77 as the first ship in the future carrier evolutionary strategy. He was a critical member of the CVN 77 construction contract negotiating team and in 2001 was awarded the Navy Superior Civilian Service Award for a successful and on time award of the $3.8B CVN 77 Construction Contract. From November 2002 to July 2007 Mr. Deligne was the Deputy Program Manager for Future Carriers (PMS 378), responsible for development and execution of the CVN 21 Future Carrier Program. In this position he led the program through a critical restructuring from the CVNX Concept to the current CVN 21 Program. In 2004 Mr. Deligne led the CVN 21 Program Office through a successful Acquisition Milestone B decision and award of the $1.4B Construction Preparation Contract. In 2005 he was awarded a second Navy Superior Civilian Service Medal.
